Miami County Commissioners addressed a long list of action requests Wednesday, keeping in mind the fact that they will not convene for a meeting May 6.

Most of the commissioners will meet that day in Wichita at a conference with commissioners from other counties across Kansas.

Among the items the commission approved was a resolution to extend the time period by six months for conditional use of a 20-acre property on Spoon Creek Road to be used as an outdoor haunted amusement area.

Kurt D. Hollingshead, owner of Bloody Acres LLC, asked the commission to extend the time frame of his conditional-use permit, first approved May 28, 2008. In an April 15 letter, Hollingshead wrote that he had hoped to open the area to the public in October 2008, but the process of obtaining architectural drawings for building permits and the recent downturn in the economy had prevented the opening.

Hollingshead said he intends to open the amusement area in October.

Four proclamations were presented, including a declaration of April as Fair Housing Month and April 29 as Miami County Ag Day. Miami County Sheriff Frank Kelly then asked the commission to declare May 14 Peace Officers Memorial Day, May 10 through 16 National Police Week, and May 3 through 9 National Correctional Officers Week. After a unanimous vote in favor, Chairman Jim Wise made those declarations.

In other business, the commission approved the following:
  • A resolution setting a May 13 public hearing date for an appeal by Miami County residents Nathan and Dana Blume of a nuisance determination for their property at 32235 W. 391st St.
  • A resolution to adopt a Red Flag and Identity Theft policy for Miami County in accordance with federal law and regulations.
  • Authorization of Chairman Wise to sign and execute a solid waste operation agreement with Deffenbaugh Industries Inc. The company will begin its Miami County operation May 18.
  • Authorization of Sixth Judicial District Community Services Director Bill VanKirk to submit an annual comprehensive plan grant application to the Kansas Department of Corrections and authorization of Chairman Wise to provide signatory approval of that application.
  • Authorization of Miami County Economic Development Director Janet McRae to submit a Neighborhood Stabilization Program Action Plan required by the federal government for distribution of $436,922 awarded the county in a Community Development Block Grant. The plan outlines how funds will be used to buy and rehabilitate abandoned or foreclosed-on homes to put them back on the market. Miami County will reimburse ECKAN, which will purchase and rehabilitate the homes.
  • Authorization of Miami County Administrator Shane Krull to sign and submit an application and other paperwork to obtain the second half of a Federal Aviation Administration grant, amounting to about $27,000, for a project to build a five-unit T-hangar at Miami County Airport.
  • Authorization to update the authorized signature form for the county’s payroll account with Citizens State Bank.
