Osawatomie’s Charter Ordinance 12, designed to provide future flood protection and the ability to buy citizens more time in protecting their property, was defeated 241 to 143 Tuesday.

A steady stream of funding would have addressed under or non-funded issues related to storm water runoff and would have created a separate utility fund for the revenues to be deposited in, while restricting the use of the revenues to those items defined in the ordinance.

Money could be spent on costs to operate, construct, reconstruct, repair and maintain storm water drains and pipes in Osawatomie, levee maintenance and repair, ponding area maintenance, repair and replacement of curbs and gutters, repair, maintenance or construction of storm drain inlets, pipes, ditches, culverts, canals, detention basin, berms and levees, as well as ponding area relief pumps to add to a handful of pumps stationed around the levee placed there to pump storm water out of the ponding areas.
